Setting up an Environment Map

I am still pretty oldschool, coming from Q3A, so never set up environment maps, though I am aware of them e.g. used by Need for Speed World on Cars to reflect the environment.

Where is this used in Reflex? On the player/robot models? Water surfaces?

I would imagine that each "separate" area in the map, i.e. each room, would require a manually placed environment map effect?

I dont know the exact details of how env maps work in reflex but in general its one per "environment" so like similar rooms dont need multiple but switching from inside to outside probably would. Im not sure if more than 1 does anything but it should do reflections on a bunch of things (player model weapon model brushes etc).

Now that you mention it, right, one per similar "environment" and you would see it on weapons (normally). Will at some point will try it out and see what difference it makes.

Why not just follow the link to your user page and put such reminders and other comments on that page there? That's what the user pages are for. Among other things.
